This Just In: MAYOR BRANDON JOHNSON, BACP ANNOUNCES REQUEST FOR PROPOSALS FOR DRIVER RESOURCE CENTER


Selected organization will provide support, outreach, and education while continuing to build trust in communities to empower Public Chauffeurs with knowledge of their rights.

Today, Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) announced a Requests for Proposal (RFP) for the operation of a Driver Resource Center (DRC) for City of Chicago licensed Public Chauffeurs, including Transportation Network Provider (TNP) Drivers. The selected organization will operate the DRC and provide direct representation, support, outreach, and education services for all BACP Licensed Public Chauffeurs. “Chicago remains at the forefront of protecting workers’ rights,” said Mayor Brandon Johnson. “I am proud to introduce a program designed to offer Public Chauffeurs education, outreach, and support regarding their rights. Every worker deserves access to services that are tailored to their language and culture, and this new resource will be a valuable asset to the drivers who keep Chicago moving and vibrant.” 

 

“Public Chauffeurs play a vital role in the City’s workforce, providing essential transportation services to residents and visitors,” said BACP Commissioner Ivan Capifali. “The Driver Resource Center highlights BACP’s continued commitment to equipping workers across all sectors with the resources and support necessary for their success.” 

 

The selected organization will conduct outreach and provide education and information on the Public Chauffeur Industry including licensure by BACP, best practices, and safety concerns. BACP will maintain access to TNP platforms as well as cultural and language specific training on available services and programs. 

 

The organization will help Public Chauffeurs file a complaint or make referrals to the appropriate government agency if legal rights are violated or provide legal assistance for civil litigation. The DRC has the potential to expand the reach of TNP Drivers worker rights outreach and education hand-in-hand with trusted partners in communities. Through the extension of these services to Public Chauffeurs, the selected organization will increase access to the appropriate government agencies and raise awareness about legal protections and workers’ rights.   

 

Requests for Proposal submissions must be completed before 12:00 p.m. CDT (NOON) on November 5, 2025. An optional virtual pre-submittal conference will be held on October 22, 2025 at 11:00 a.m. to clarify the RFP process, scope of services, and answer any questions that potential applicants may have. 

 

A total of $250,000 will be available through this RFP for the initial contract period from January 1, 2026 through December 31, 2026, with up to two extensions, each not to exceed one year.
